The Apex Republic
Rejoice for you are Free!A republic ruled by Merchant lords presiding in the massive canal city of Apex. They gained dominance due to their founder and custodian Albron the Allspeaking, an immortal human child with the ability to understand and be understood by all living creatures, this ability, and their strategic position made Apex uniquely situated with other races.
Structure
Doge:
Chosen by the Council of ten for a five year term. He is in charge of the day to day rule of the republic during his tenure. He chairs meetings of the Council. In war he leads the Apex Fleet. He is also in charge of foreign policy and public ceremonies.
The Council of Ten:
The heads of the Ten greatest merchant houses have a seat on the council. Councilors hold their seats for life. On the death of a councilor the remaining councilors choose his or her successor from the heads of the great merchant families. Competition for a seat on the council can be fierce, and sometimes even violent.
The Council drafts laws that are then either accepted, or rejected by the Senate. The Council is in charge of tariffs and tolls. They also negotiate trade deals, and assist the Doge in the administration of the realm. The Council also serves as the highest law court of the Republic.
The Senate:
The 150 members of the senate are elected by the citizens of the Republic every 5 years. In principle any citizen can become a senator. However, the various patron-client relationships, the prohibitive cost of senatorial life, and the cost of campaigning for office means only the very wealthiest of citizens can afford to be involved in politics.
The Senate votes on laws put to it by the Council of Ten. They appoint judges to the lower law courts. They may also make suggestions to laws, or advise the Council and the Doge, however, the Council and the Doge are not required to listen to the Senate's advice.
Public Agenda
The Republic seeks to protect itself by keeping their various enemies and potential rivals disunited. They also seek to maintain good relations with The Ordering, hoping to keep them from attempting to reassert their authority over Renata.

History
The republic was founded as an experiment to see if mortals were ready for self rule. Although the first republic failed many suspected foul play, and a second republic was formed, the Apex republic. Soon the best and brightest, along with all manner of mavericks, troublemakers and free-tinkers flocked to the relative freedom of the new republic.
Over the next few decades years Apex grew ever more distant from the Ordering. When the Dead Sea Collective smashed the fleets of the Orderning at Defiance Bay in 1200 Apex took the oppertunity to detach itself from its former masters completely. War was prevented by skillful diplomacy.
Since then Apex has been one of the major powers in Renata. It has seen its wealth and population skyrocket. Yet also meet with bitter defeats. In 1442 the Wend Wall seized the island of Hisan and the major city Harperrim . By 2000 Apex had established a major foothold on the island of Haru, from where it now controlled trade with that island.
Arcane magic was first discovered in Apex' colonies in Haru, and so Apex' society was the first to be confronted with the new discovery. Traditionally a land of freedom and innovation Apex took the news better than most.
Demography and Population
The population of Apex is more urbanized than anywhere else on Renata with around 30% living in towns and cities. Of these Apex City is the largest with a population of around 200.000. In the 1950 survey there were 2.938.776 permanent residents in the Republic.
Military
Apex possesses one of the strongest fleets in Renata, aimed at securing its trade routs. Its army has traditionally been a small citizen force augmented with mercenaries in times of war. Apex has defensible borders and has fortified key positions to secure its flanks. Due to recent tensions Apex has been expanding its military might rapidly to meet possible opponents.
Religion
Apex has no official religion. People may believe whatever they wish to believe. To most Apex citizens religious belief is of secondary concern.
Foreign Relations
Following the murder of Albron the Allspeaking the Republic seems to be surrounded by enemies.
The Ordening to the west believed Apex to be a dangerous safe harbour for arcane magic users, and thinks the republican system a direct threat to its vision of a united and harmonious Renata. Many in Apex, especially the radical populare faction have for some time been advocating war with the Ordening in order to put an end to "the tyranny of those that call themselves gods".
The Wend Wall and Apex have a long standing dispute concerning the city of Harperrim and the surrounding lands. Tensions were inflamed by the murder of Albron the Allspeaking. Conservatives in Apex advocate a war of retaliation with the Wend Wall.
Agriculture & Industry
Apex is a densely populated country. Its agriculture is concentrated around various cash crops. Nearly all available land is cultivated. A network of channels irrigate fields. In addition Apex has a large home industry sector. Most farmers tend to produce various wares which is then sold by middlemen working for the large merchant families. In the cities production is more organized with guilds, factories and workshops of all sorts.

Apex is the center of trade in Renata. Apex city serves as the main hub for trade, supported by Drydale on the northern coast.

Apex has a well developed system of roads and canals.
