I stood there with him that day, in Remy's front yard. We buried Remy there because that's what Saoirse wanted, but ever since she disappeared, the Chief hasn't stopped visiting. Normally I would just wait in the car and give him his time, after all I didn't know him as well as the Chief did. But there was something different that day. After three weeks straight of visiting Remy's grave daily, I saw the Chief crying when he turned around to come back to the car.
Maybe there was something different about that visit, but when he turned around he didn't move, he just fell to his knees and the tears began to flow. I immediately rushed out of the car to help him up but he just grabbed me and pulled me into a hug. Then through his shuddered sobs he whispered to me "I won't let it happen again. I swear"

Personal history
Richard Briggs was born in 1949, the son of Leopold Briggs, one of the original members of The Council of Three, the governing body of Dustria City. As a young boy Richard looked up to his father as some sort of superhero, but once he began going to school his father was the only thing the other children would ever want to speak with him about. It was fully expected that he would take up the mantle on The Council of Three whenever his father left office.
Around the time he reached the ninth grade Richard had enough of it and decided to make himself into his own person. Richard began getting into fights with the other children who would so much as mention his father’s name in front of him. Those who were merely inquisitive got away with some ruffled clothes and a good amount of fear, but the poor souls who dared to besmirch his father’s name wouldn’t be able to come back to the school for another week or so. It was around this time that Richard met with law enforcement for the first time.
He had gotten into one hell of a street fight and spent the weekend in the holding cells at the 17th Precinct in the Circum district. He was absolutely ecstatic that the police officers there did not care about his father being Leopold Briggs, they never even asked. His father even came by and was going to pay Richard’s bail, but the officers allowed Richard to deny the bail and experience the full legal process. After that fateful weekend, Richard decided to go into law enforcement, and there he would make a name for himself and stop living in the shadow of his father.
At the police academy Richard became friends with another young and inspired hooligan, Suresh Kapur. The two went through the academy as the best of friends and at most times competing with one another to see who could do better. After the academy both were assigned to the 15th Precinct, the smallest one in the Nocturne District, infamous for its criminal underworld. They rose up the ranks and after a few years the two each attained some of the highest offices in the Dustria City Police Department. Suresh was made Commissioner of Police and moved to his new office at the 14th Precinct, also in the Nocturne District. Richard was made Chief of Dustria City Police and moved to the 17th Precinct in the Circum District, where he began to make his name possibly more well-known than even his father’s.
In 2016 Richard faced his first major trouble as chief of police. A number of super-powered individuals began appearing in Dustria City. One of these individuals was the leading officer in his SWAT Team, Annie Denn. They came to the hypothesis that the powers came from the new ring she had, which was part of a new line from Gemstone Industries.
One day they responded to a call about two powered individuals fighting outside of a jewelry store, one with powers of fire and the other with strange blue metallic skin. When they arrived at the scene there was only one man lying unconscious and soaked in water in front of the scorch marked building. They brought him to a nearby hospital and left him with a note to come to the 17th Precinct the next day for a job opportunity. The man’s name was Maurice Williams and he then became the first person on the precinct’s ring investigative team. Richard then came to the conclusion that something was not right with Gemstone Industries and that they need investigation.
