Milvas
Milvas is an independent city state on the western most reaches of Northern Siarland. From humble origins as a Nordur whaling village to Lorinthan colony to city-state, the city has a storied history.

Government
Milvas is governed by the High Assembly of Milvas, a body composed of merchant families, naval captains and temple-appointed mystics. Dynasties descended from the Pale Lineages - dynasties descended from the original pairings of Lorinthan colonists and Nordur founders - wield great influence in the city's politics.
Religious influence is significant, with the Temple of The Ice Mirror exerting influence on the Assembly's decisions through mystics believed by the Milvani to have the power of prophetic foresight.
History
The origins of Milvas predate its recorded history. When Lorinthan colonists arrived at the peninsula in the late elven age to found a northern waystation, they found a Nordur whaling village already established, also inhabited by a sizable population of the native peoples of the Frozen Shelf. Though initially treated as subjects, the human presence became an indispensable asset to the colonists through their knowledge of the natural and supernatural dangers of the Thaidh Sea.
As the Elven Kingdoms waned in the closing years of the Elven Age, Milvas grew increasingly isolated. Lorinthan garrisons thinned, supply ships grew infrequent and the colonists turned ever more to the expertise of the Nordur and far-northerners for the city's survival. It was during this time that saw a rise in instances of interspecies couplings, a social trend that rapidly became normalised as Lorinthan resupply grew scarcer. By the time word of The Human Rebellion reached the peninsula, Milvas was already drifting beyond the influence of Silvertower. While many Elven lords fled south or perished, those who remained intermingled with the native population, Elven traits enduring in modern Milvasi bloodlines in the way of faintly pointed ears and the blessing of long life.
Unlike the great elven cities of the south, Milvas was not razed or sacked. It was spared courtesy of the tyranny of geography, however it did not escape unscathed. Freed slaves and Nordur seafarers cutdown the few Lorinthan overseers that clung to feudal power.
In the early Imperial Era, Milvas declared itself a free city, owing allegience to no king in Siarland. The newly formed Kingdom of Upper Siar made first overtures, and then threats to bring it into the fold. Yet the city's position, shieled by sea and snow, and being entirely self sufficient courtesy of its strong maritime culture and sea access, ensured its continued independence.
For a time, Milvas thrived. Its ships carried whale oil, ivory and smoked fish to Cymara, Farraige and even as far as The Velvet Coast. Its relationship with the Kingdom of Farraige was perhaps its most crucial, where the Milvasi forged a natural bond with the House of Eleras thanks to their shared mixed Lorinthan and human lineage. It was not uncommon to find Milvasi sailors in taverns in Fairesoir, or Farraigeans travelling north to gaze upon the polar auroras.
