A tenement block taken over and occupied by The NLs . Forty stories of packed apartments, with a commons every ten floor or so crammed with hawkers peddling their wares amidst the other "legitimate shops." The elevators only work sporadically, forcing residents to pay tolls as they take the stairs past well-armed gangers. The NLS has a strangelhold on several floors here, and many apartments have been hollowed out and turned into drug labs, churning out their products until the accumulated chemical buildups wind up eating through the floors. The drugs they manufacture here are often sold to the teeming masses at Noveria Exports.
