The Fullmetal Bastion
The headquarters of the Allart enclave, the Fullmetal Bastion is, as one might expect, a marvel of architectural engineering. A skyscraping mountain built in reverse, the deepest reaches of the Bastion are sunk deep into the withered surface of Madrisa Prime, clinging to the massive stalks of geothermal power sumps. Few active members of the enclave spend much time in these mechanical bowels but maintenance crews must occasionally brave these ancient catacombs of technology. At the surface, the building sprawls into something of a campus with many interlinked buildings for the disparate departments of energy management, waste processing, city planning, etc. Compared to the beautiful monuments of the Grand Pyramid of the Trinary Will and The Brass Citadel, this network of buildings is quite drab and unassuming. But much like Allart's political influence, most of the power is hidden beneath the surface.
Successive layers of offices, manufactories, labs, technical schools, monitoring stations, and more make up the millions of square kilometers of stacked edifice that descend through the layers of Madrisa Prime's artificial skin. The administration of the planet's infrastructure is a monumental task and ensuring that the population's mundane concerns about utilities, transportation, and the myriad other luxuries of modern life taken for granted remain largely forgotten is Allart's greatest motivation. The two largest demesnes of the Bastion are the Commission for Sanitation and Waste Management and the Department of Transportation. This often surprises the common folk who typically suspect the largest concerns of the Allart to be energy, infrastructure, and food, but the diligence of thousands of years of engineering development has made these concerns relatively minor. Unlike most of the Fabricator Enclaves, Allart is far more concerned with stability and reliability than innovation and profit. The designs and implementation of geothermal energy production and modular infrastructure fabrication are well established and robust. Deviations from these plans are usually managed entirely by the private concerns that commission them, leaving little for Allart to monitor that isn't entirely under their control and within existing paradigms.
Instead, Allart focuses on responding to the dynamic needs of Madrisa Prime's population and the far more mercurial concerns created by shifts in commerce. A great deal of processing power is devoted to analyzing market trends and semi-live census data to foresee and prevent infrastructural bottlenecks. With such a vast population subject to advances in other areas, maintaining a baseline of livable cleanliness and efficiency is enormously difficult. The central dispatch of the Fullmetal Bastion relays almost 1 billion registered inquiries or citations for service every day to the local substations across the planet.
