The Brass Citadel
The Brass Citadel is the central government complex of Madrisa Prime and Iolar civilization. It is comprised of numerous buildings and an extensive subsurface network of offices, warehousing, courts, and other necessary structures of bureaucracy. The Iolar civilization is functionally a technocratic republic, with Madrisa Prime's 12 Sector Presidents forming a planetary council under the Board of Progress, an unelected body comprised of representatives of the The Sovereign Fleet, the Fabricator Enclaves, and the Vertices of the Trinary Will These overlords are selected by their respective institutions with little public involvement.
The Board of Progress includes the following members:
- The Captain-Principal or Captain-Chancellor, a position with a split reputation for being either utterly superfluous or dangerously tyrannical. As otherwise free-spirited and independent individuals, most Captains would dread being stuck with such firm commitments to terrestrial affairs. In reality this position is not nearly so restrictive though most Captains feel any encroachment on their authority is a burden at best and a criminal infringement of their rights at worst. This means most Captains-Principal are volunteers, though the insinuations of coercion and blackmail are ever-present.
- The Pinnacle Minister, the most senior member of the clergy. They are appointed by a convened council of three other high ranking members of the church, one from each discipline. The appointee then serves a term of no more than 3 years. Most do not consider the Church a body politic but a significant number of the clergy are historians by trade or interest, especially as they ascend the ranks, and know the power of influence all too well. Thus the maneuvering of most Pinnacle Ministers is deft and well calculated, a good foil to the willful and less predictable Captain-Principal.
- The heads of the Fabricator Enclaves, known colloquially (and cynically) as the Iron Fist. Each member save the Digo representative is the current head or one of the current heads of their respective Enclave. Regardless of their number they comprise a single "vote" in matters of state. Given their competitive relationship this can lead to significant delays in decision making but the threat of overrule from the other two Board representatives keeps most debates reasonable in tone and time. As for the Digo representative, they are typically a high-ranking functionary dispensed by the Council of Stars, so loath are they to leave The X for "petty matters of bureaucracy," though the position is frequently used symbolically as selections have included other Captains, mercenary generals, and, in one particularly insulting case, a relic cyberbeastcreature in the form of a large fish that only spoke in verse.
