Hidora Clan (ヒドラ カイ Hi-do-ra Kai)
The Hidora Clan was established in early 2019 by their chairman, Kuragari Hidora, who left the Tojo Clan, anticipating its dissolution six months before the Great Dissolution. The clan operates from a modest office, handling debt collection for loan sharks and overseeing local clubs and bars in Okubo. The selection of Okubo as their territory followed the Korean Mafia's expulsion from the district in 2016, after the Koreans were involved in the destruction of Little China in the Kamurocho District.
The Hidora Clan's transformation into an organized yakuza group began when they allied with Akiba Namazuo, a prominent local figure speculated to be a former member of the underworld, perhaps a former yakuza-affiliated loan shark. Now, with his interests set in nightclubs and local businesses, he aims to support the clan for his own gain.
Following their agreement to support Namazuo's endeavors, the chairman designed the clan's distinctive emblem and established a pact with local law enforcement. Under this agreement, the police tolerate the clan's activities as long as they refrain from possessing firearms or other dangerous weapons.

History
Tojo Origins
The Hidora Clan, deriving from and consisting of several former members of the Tojo Clan's Ryoga family, has a complex history marked by involvement in white-collar crimes such as financial manipulation and fraud. The Ryoga Family also had ties with several members of the Okubo police force, walking a fine line between being adversaries and necessary allies. They held influence not just on the streets but also within law enforcement, serving as the Tojo Clan's outside R&D department for events outside of Tokyo.Recruitment Era
Before officially founding the clan, Kuragari Hidora spent five months researching and tracking down former Ryoga Clan members and potential allies across Japan. He sought individuals who shared his vision for a modern clan rooted in traditional Yakuza values, including connections with Clans all over japan, such as the Yakuza of Onomichi. He visited juvenile centers, engaged with biker gangs, and sought to align with like-minded groups. During this time, he met Tsubaki Ishida, a former Tojo Clan assassin, who agreed to join under the condition that no innocent people would be harmed in this new Clan Kuragari was forming.Present Day

In the Yakuza hierarchy, families are structured not only by rank but also by their reputation and wealth within their respective clan. Within this system, a Family Lieutenant is considered a mere soldier, whereas the head of a family, the Oyabun, holds a rank comparable to a Lieutenant or Captain in the broader Yakuza organization. A family's status within the clan is often signified by the color and material of their pins, with each hue denoting a different level of influence and financial standing. Operations and Facilities
Hidora Security Company operates out of a former labor-leasing building on North Nakamura Street, renovated in 2018. The building is split into two wings reflecting the company’s mixed professional and traditional functions. Side A contains the main offices, meeting rooms, server and camera control center, rooftop access, and a small dojo-gym. It also includes a compact office used for client meetings and social gatherings. Side B focuses on medical and ceremonial space, featuring a medical wing with treatment rooms, a large tatami-lined ceremonial dojo, and a private, restricted room reserved for Headmaster Ishida Tsubaki.
