Hacreshian Mineral Dominance
Hacresh, under the rule of Viscount Shen lacks monopoly laws, and the Viscount's morals are shifty at best.
There are two notable holdouts remaining against their total monopoly. Ironfall, and Ironside. Despite the similar names, the two settlements are unrelated, with Ironside being a small mining village a week’s travel North of Dominus, and Ironfall being a city unto itself, built into and on top of a chasm, filled with iron ore.
The end goal of the Viscount Shen is to gain enough influence and capital to contest Naschiem and its ruler, Duke Garrick Estholme. The Viscount covets the mining rights to magical minerals more than anything, it consumes his every waking moment. There are vanishingly few lengths he would not go to in the pursuit of this goal.
Viscount Shen’s son, Barnelle Shen, and his recent failure to buy out Ironside has disappointed the Viscount immensely, and he plans on going through with his threat of disowning Barnelle once he returns to Hacresh. He is not entirely merciless though, and plans on allowing Barnelle to keep Knight Ranva in his service, even though she is, by technicality, a knight in service of Hacresh before she is Barnelle’s personal body guard. He will also provide Barnelle with 100 GP, and a letter of authority to one-month’s stay in a select few inns inside Azantium.
Ironside was a bit of an after thought for the Viscount though, and now that Barnelle has failed, he plans on acquiring the town himself, after he has dealt with Ironfall, using any means necessary.
Ironfall is much harder to acquire. They are a militaristic society despite being a relatively small population, and are both intensely proud, and not necessarily weak. The Viscount cannot be seen openly attacking, or using too much force during coercion, so Ironfall is his biggest roadblock yet.

Structure
Exposition
Viscount Shen seeks to expand the Hacreshian mundane mineral monopoly, and by doing so, his own power and influence. Hacresh is the 'competitor' to Naschiem, though in truth it's a onesided rivalry. Naschiem dominates the scene when it comes to Magical Minerals, where as Hacresh maintains (or as some say, have been allowed to maintain) a monopoly over the non-magical materials that can be extracted from the Dornese Border Mines.
Some conspiracies posit that Duke Garrick Estholme allows Viscount Shen to take the mundane minerals from the mines, simply because he doesn't want to take up Naschiem resources to process the ore and mineral, and so Viscount Shen getting rid of the "trash" allows for a higher profit margin and more efficient transport on Naschiem's behalf.
Conflict
Viscount Shen has put a truly remarkable amount of money and manpower toward acquiring nearly every single source of mundane mineral in the Plains. There are two remaining holdouts, namely Ironfall, and Ironside. While Ironside is still considered small chips to the Viscount, Ironfall is much more troublesome in his eyes, and his actions toward the settlement grow more aggressive by the day.
Viscount Shen has started sending spies and agents to infiltrate Ironfall, this has been somewhat stymied by their incredibly proud culture, and martial culture.
Rising Action
As tensions between Hacresh and Ironfall rise, Hacresh devotes more and more time and attention toward it, eventually this results in not enough defence in the Dornese Border Mines, Elves as a result attack and destroy several of the mining villages.
Climax
Azantium, in response to the disaster with the Dornese Border Mines, places sanctions on Hacresh, Viscount Shen starts a rebellion, Naschiem starts its play, seizing Hacreshian operations. Hacresh having created the infrastructure to mine and process the minerals means that Naschiem did not need to. Some say that this was the Duke's plan from the start.
