Porci'el
Porci'el was originally a fort that was constructed with the purpose of regulating and taxing the trade that went through the strait. Since the rule was that any wares that merchants where unwilling or unable to pay for had to be off loaded, a city naturally grew around the fort. This city is now a bustling trade hub where merchants sell their goods to avoid taxes and local merchants buy said goods without having to pay taxes for them.
Porci'el has several markets, each specializing in different wares and overseen by the church of Abadar who keeps the order and makes sure no swindling is taking place. Merchants are generally accept whatever verdict they put out even if it is against their interest since making too much trouble can result in a ban from the market.
Although Porci'el was originally funded and created by Mil'el there has been some resistance from the leadership of Porci'el recently. This is largely due to the increased demand for taxes from Mil'el for combating the increased attention the city has gained from the Holy Order of Druids since their new archdruid got appointed. So far this has mainly taken the form of avoiding paying taxes but there are rumors that officials from Mil'el have been refused entrance at the gate or even detained in some cases.
