The United Empire of Elysium

Laucian Xiloscient created a united empire of elves known by the name of the capital city: Elysium. Each of the previous independent nations of elves is a member of the empire. They retain their own king to rule over the nation, now called a principality. Laucian serves as the High Emperor.

  The Empire is set up as Laucian had intended his kingdom to be set up. The Ruling Authority at each level is the head of government at that level. Their responsibility lies in the establishment and enforcement of laws, collection of taxes, and safety of the inhabitants. While the military is controlled by the Emperor, each of the lower levels can request military support for the protection of the people. When this happens, the military falls under the command of the authority that requested it, but still must report to the Emperor.    The Judicial Authority is a court system that is run by the people. The citizens at each level (local, principal, and national) elect several members (the exact number is determined by the Ruling Authority but must be at least three) to serve as a jury for a period of six (6) months. These juries try all cases at their level. A lower level can submit a Writ of Ascension that moves the case to the level above it. The Citizen's Royal Court may not submit such a petition as they are the highest authority within the judicial system. As well as having original jurisdiction over all cases brought before them by the Ruling Authority and its agents or by Writ, they also have appellate authority over all decisions of a lower court. As the Citizen's Royal Court of the Emperor is the highest court, their decisions are final. An appeal to the Emperor directly is not allowed.

Public Agenda

The primary objective of the Empire is to unify the kingdoms of the elves and protect the interest of the elven people abroad. Elves who live in another country are automatically eligible for dual citizenship. This means that they have an obligation to obey the laws of the country they live in but a limited obligation to the Empire. When I say "limited" I mean extremely limited. The Empire cannot force them to disobey the laws of or the individual's obligations to the other nation. Elven ambassadors serve to protect the interests of the elves in other nations.    Elysium was named a permanent member of the Bardic Confederacy's Security Council. This means that the kingdom of Elysium, and later the Empire, has an important role to play in the protection of international peace.

Assets

While Laucian vowed to keep taxes low, and while he has never broken that promise, one of the things he first did was to get rid of all current taxes and redo the entire tax system. The current permanent taxes are:    

Public Servant Tax

  The Public Servant Tax is a tax that the people pay to the Empire and is then dispursed to the Ruling Authorities as a small stipend for their services. Those who sit on the juries also receive compensation for their time.  

Law Enforcement Tax

The Law Enforcement tax is a small tax that is paid at each level to pay law enforcement officers. If collections of taxes at a local level are insufficient to cover payment, the Ruling Authority may ask for additional funds from the level above.

Military Upkeep Tax

This modest tax is for exactly what it says.

Business Tax

The business tax is an annual tax on business owners that serves as their registration payment. All businesses must be registered with the Ruling Authority. Most often, this is on the local level, but if a business does trade all over the region or country, it must be registered as such. 

Housing Tax

The Housing Tax is the smallest of the taxes. It is a modest tax that, like the business tax, contributes to the general funds of the Empire. Money collected is used first on the local level, then on the regional level, then on the national level whenever there is surplus.

History

The Empire was created by Laucian Xiloscient when he proposed a unification treaty to the other kingdoms of elves. The treaty did not specifically list him as the Emperor, as he wanted to leave that detail up for debate. There was not much debate, however, his fame was such that no one opposed the notion that he serve as Emperor. Elysium was by far the most prosperous nation of elves and the other kings thought that Laucian could bring that same prosperity to the entire Island of Elves. They were not disappointed.

Foreign Relations

The Empire has good foreign relations with most nations. After the death of Prince Regent Ulceaon Liadon at the hands of an unknown dwarf, and after the Royal Intelligence Service determined that the dwarf was from The Kingdom of Grimsharda, the Empire has been on shaky terms with the dwarven kingdom. While never actually declaring war, diplomatic relations have all but ended.

Education

A public education system exists in the Empire, funded mostly by the Housing Tax. This system is used to educate children in the Empire. However, if a parent wishes them to follow a divine path, they may opt-out of the public education system but must submit a letter from the divine organization that is educating the child.

Infrastructure

The biggest asset to safety that the Empire enjoys is similar to that of the Supreme Republic of Talle . The Empire is on a different continent.
