Phlegethos, the fourth layer of the Nine Hells, is a realm of searing passion, flame, and cruelty—a landscape of volcanic excess where fire is both torment and temptation. Its burning terrain seethes with molten rivers, geysers of scalding steam, and hurricanes of cinders that scour flesh and steel alike. Yet amid this inferno, beauty and brutality intermingle, for this is also a realm of sensual corruption and infernal indulgence.
Phlegethos is a plane of fire and vice, where temptation is weaponized, and pain is a means of both punishment and seduction. Every flame burns with intent and cruelty, and even beauty is dangerous, luring mortals toward their eternal ruin. This layer is not chaos—it is orderly damnation through desire, ruled by devils who understand that sometimes, the surest road to hell is lined with pleasure.
Geography
Phlegethos is a blazing hellscape, shaped by roiling seas of magma, lava-flooded canyons, and towering volcanic peaks that constantly erupt with glowing ash and fire. Gouts of superheated steam burst from fissures in the charred ground, and the skies swirl with clouds of sulfurous smoke and embers. The air is heavy, thick with heat, ash, and the scent of burning flesh, making survival nearly impossible for unprotected mortals.
The terrain shifts frequently, not only due to volcanic activity but through infernal will, as if the land itself breathes and reacts to the sins of those who tread it.
Amid the blazing ruin rise cities of obsidian, basalt, and firelit crystal, suspended over lakes of lava or carved into the calderas of infernal mountains. These infernal metropolises are dens of hedonism, debauchery, and sadism, where devils entice, torture, and revel with equal fervor. Pleasure and pain blur together in perverse displays meant to trap souls through desire as much as through fear.
Fauna & Flora
Phlegethos is co-ruled by the infernal father-daughter pair Belial and Fierna.
- Belial, the calculating archdevil of domination and indulgence, governs with ruthless intellect and iron control, manipulating others through contracts and carnal vice.
- Fierna, sensuous and radiant with infernal fire, rules through allure and emotion, drawing souls into damnation with irresistible charm and searing passion.
Though they present a united front, their relationship is a delicate balance of trust and rivalry—each watching the other for weakness.
Inhabitants and Dangers
- Pit fiends, erinyes, and pleasure devils (succubi/incubi) are common, working as tempters, torturers, and enforcers.
- Fire elementals and salamanders roam the magma fields, sometimes enslaved, sometimes wild.
- Mortal souls damned for lust, wrath, and corruption are subjected to torments that mimic their earthly desires twisted into eternal punishment.
- Lava rains and ash storms can descend without warning, incinerating the unprepared.
