Kleumizura

Kleumizura is an ancient, law-bound yet chaotic desert nation divided between two vastly different identities. Its people are fiercely devout, either worshipping Nero, god of Order, or Loysus, god of Chaos & Discord, shaping every facet of its culture. Priaver, the official capital, is a city of nobles, clerics, and paladins, where strict laws are upheld without compromise. Ulburg, the largest city by population, is a den of thieves and gangs, its streets ruled by crime syndicates under the mysterious figure known as “The Merchant.” While the nation operates under a monarchy, governance is shared between two lords, one ruling Priaver and the other ruling Ulburg, representing the eternal balance between law and chaos.  

Structure

Kleumizura’s monarchy is split between Lord Vermillion Rodbertus in Priaver and Sechward Tatler V Baron of Keys in Ulburg, each ruling their respective domains. The followers of Nero, god of Order, known as Nerites, dominate Priaver and make up nearly the entirety of its crown’s guard. Ulburg operates on a looser system of authority, with laws nominally in place but routinely ignored by gangs and smugglers.

Culture

Kleumizura’s culture reflects its split nature. Priaver thrives on honor, nobility, and discipline, with festivals honoring Nero’s ideals of fairness and balance. Ulburg, by contrast, is a city where deception and trade in illicit goods flourish, its people valuing cunning and survival above tradition. Both sides tolerate each other begrudgingly, bound by trade and the shared worship of their twin gods.

Public Agenda

The Nerite rulers of Priaver strive to restore Kleumizura to a unified, law-abiding state, upholding old laws dating back to the Great War. Ulburg’s factions prioritize profit and survival, ensuring the black market remains the country’s true economic engine despite Priaver’s disapproval.

History

Kleumizura has always been a desert nation, its history marked by cycles of prosperity and ruin as shifting sands swallowed countless settlements. Founded in 955 PA, it originally prospered under a single monarchy, with Priaver as its jewel. Over centuries, ideological and religious divides between Nero’s followers and those devoted to Loysus deepened, culminating in Ulburg’s rise as a haven for chaos, smugglers, and criminals.   The nation’s survival was further threatened by the Oblivion, a magical catastrophe that buried many of its outer towns beneath the sands, driving survivors inward to Priaver and Ulburg. These shared hardships forged a reluctant balance between the lawful Nerites and Ulburg’s lawless syndicates, as neither side could sustain the nation alone. Today, Kleumizura remains divided but stable, its future hinging on whether unity or division will ultimately define it.

Demography and Population

Kleumizura has a population of approximately 429,000, primarily human, with scattered Aarakocra, tieflings, and other desert-dwelling races forming smaller communities.

Territories

The Sralo Desert dominates Kleumizura, with a scattering of oases, ancient ruins, and mining towns. Many former settlements lie buried beneath the sands due to the Oblivion, leaving Priaver, Ulburg, and Golport as its primary urban centers.

Military

The BattleShrouds serve as Kleumizura’s standing army, maintaining peace outside Ulburg and guarding mining operations. They are highly disciplined, trained primarily by Nerites, and rarely engage with Ulburg unless provoked.

Technological Level

Technological advancement is limited, with aqueducts and simple mining machinery representing the height of innovation. Reliance on divine magic often compensates for a lack of mechanical progress.

Foreign Relations

Kleumizura maintains trade with Trodan, Jascana, Selatres, and even Arasaka, despite its fractured culture. Priaver handles formal diplomacy, while Ulburg traffics in goods that bypass official channels entirely.

Laws

  • Worship of Nero and Loysus is permitted, but defiling either deity’s temples is punishable by death.
  • Theft and smuggling are outlawed in Priaver, though largely ignored in Ulburg unless targeting Nerite interests.
  • All trade in gold, silver, and weapons must be reported to Priaver, though Ulburg routinely circumvents this.
  • The BattleShrouds have no jurisdiction within Ulburg unless sanctioned by both lords.

Agriculture & Industry

Agriculture is minimal due to the desert environment, relying heavily on imported crops from Selatres and Jascana. Mining for gold and silver forms the core of Kleumizura’s industry, supplemented by liquor production and black market trade.

Trade & Transport

Aqueducts and trade caravans sustain Priaver and its surrounding regions, while Ulburg thrives on smuggling networks and seafaring routes through Golport. The two sides begrudgingly share profits from exports, though most wealth flows through Ulburg’s black market.

Education

Education in Priaver focuses on law, divine studies, and military training for Nerites, while Ulburg’s schools, when present, teach survival skills, smuggling, and trade. Magic education is rare, save for clerics and paladins tied to Nero.

Infrastructure

Kleumizura relies on ancient aqueducts, fortified mining towns, and walled cities like Priaver. Ulburg, by contrast, is a sprawl of poorly maintained streets and gang-controlled districts, with only a few protected trade hubs kept in working order.
