The Honest Scale Merchant Guild is anything but to the general populace. Several people decry that this is an officially thin veneer of a guild covering as a "legitimate business guild". They get their shady reputation due to the fact that the Honest Scales are responsible for signing off on business licenses to operate within Dianmallo. There have been on occassion a few businesses that were denied that may have plausably been against the interest of the guild, but these claims have been unsubstantiated in any official ruling.
What is interesting about the Honest Scales is that they are close friends with the Golden Reams, so it helps to invest with the Bank of Golden Reams in order to acquire a license with greater ease.
Businesses that do not comply with the Honest Scale Merchant Guild will often receive a rather harsh meeting by the Refiners, or the business may give a tip to the Bone-Breakers that there are some shady tax evasion practices occuring in this establishment.
