Bone-Breakers
The Bone-Breakers are the tax collection enforcement group that works with the Immortal Revenue Service to collect taxes from those who might resist or seek to avoid paying their taxes.
Most of these are corporeal undead, like your basic zombies and skeletons. However, if the initial attempts are unsuccessful, more serious attempts may be tried. Greater hordes and larger threats may be sent to collect taxes from obstinate citizens.
They make it a point to not murder any who avoid taxes, but they will eliminate mercenary groups with ruthless disregard who are hired to combat against them. If people can afford mercenaries dumb enough to fight for another person's gold, then their deaths will prove a lesson in the futility of tax evasion.

"A few years ago, a group of merchants thought they could outmatch the Bone-Collectors and keep their share of taxes. The Collectors went through 3 different waves before they sent a Wight Hexblade with a company of Ghouls. Never have I seen such horror. The guards were too terrified to intervene. "In the end, the Collectors got their taxes. Largely from the wages of the dead mercenaries they killed (and the mercenaries' taxes were also collected from their bodies as well). The merchants were left alive, as they would doubtless have taxes due in the new year. But the mercenaries were not so lucky. The Bone Collectors made their point that day: They will collect their due."
