Goals

• Show a planet whose lawlessness only works because of the culture's focus on community. Natives end up in conflict with outsiders who don't understand this.
• Demonstrate how they often back-door into government-like systems. The problems of maintenance, aid, and organization that governments resolve still exist, and people still step up to find solutions even if it's not in the expected form.

Conflicts

• Off-world businesses exploit Nisora's lack of worker protections to cut costs and make bigger profits. While Nisoran workers fight for better working conditions, migrant workers desperate for money take the unsafe jobs and undercut progress.
• Upheaval in Nisora's largest city has left a power vacuum. Gangs fight for territory, while others work to provide aid and restore stability.

Plot Seeds

• In light of recent tragedies and ongoing instability, many are flocking to the hope and support local churches provide. Yet not all is what it seems with these churches, and members aren't allowed to say why...
• The most powerful gangs in Nisora's largest city have called a temporary truce. Are they really abiding by these rules? And how long will it last?
