Goals

  • Convey a planet on the border of being concerning - highly surveilled, laws strictly enforced, sense of moral superiority. The scales remain balanced for now, but it won't take much to tip them the other way.
  • Raise questions about how to enforce morality. Starting a war because another planet breaks your laws is wrong. But what if those laws support of equal rights for all humans?
  • Show the double-sided coin of Janus: Forbids murder but starts a war; Supports human rights at the cost of VI rights; others??

Conflicts

  • Janus initiated war because of Livonia's treatment of psions. The Janian populace was overwhelmingly in favor at the time, but as the war has continued with no end in sight, it's becoming increasingly harder to justify the costs without dramatic victories.
  • In the Age of Mistrust, the Exchange Consulate has become even more valued for its aggressive anti-corruption measures. The more people who use a system, however, the more likely the cracks and loopholes will start to show.

Plot Seeds

  • A major case is making people question if what's legal is truly what's moral. What law was broken, and why might it have been more ethical to break it?
  • Illegal contracts bearing the Exchange Consulate seal have gotten publicity lately, harming people's faith in Janian anti-corruption measures. It turns out the seals and contracts were forged, but by whom and why?
  • Their war with Livonia is one of morality, but they badly need a victory to keep morale up. They're planning something drastic to free quarantined psions on the planet. What is it, and how does it go wrong?
