Eparan Covenant

A minor faction with its homeworld in the Klansar galaxy, which is mostly infraplanar from the general Karnol Caretakers territory. Their homeworld is called Epara, and their home system, Naras system.

Epara is a mostly water planet and as such the Eparan Covenant's species, the Walgars, are aquatic. Walgars also have a significant religion which they have managed to spread all over the planet and has largely allowed this species to unify. They also have a fairly powerful psionic attunement which gives them various abilities that resemble magic, and a significant advantage in battle. The major factions thus pay some attention to them despite the mostly atheistic nature of Fortrais. In particular, the HF sends espionage starships to spy on the Eparan Covenant. Furthermore, they are currently persuing a path of magitech where they use technology that is largely amplified by their psionic powers, which is predicted to be highly effective, especially against factions that rely purely on science.

Though they can be quite difficult to fight, they have not got themselves into any major wars with major factions simply because the major factions have so many more resources and are so powerful. They are closest to the Sulethis Republic, and  try to make themselves a very low priority for the SR military by not showing any significant aggression towards them. Ideally, the military priority of the SR remains at self defence from the HM and CD. Though the XC is also fairly close to the Eparan Covenant, they also prevent all Xalarin Council wars with them by using a similar doctrine.

 The Covenant is also led by a dictator who controls all power. The dictator is believed to be elected by the gods they follow and believed to act in the gods' wishes. 

Because of this, they have fairly poor relations with most major factions but are ideologically closer to the GAE, so they have a very loose alliance with them despite their also atheistic nature. 

The walgars cannot leave water, else they would die of suffocation. They have a number of fins, arms and a large tail. By grabbing onto an object, they can keep themselves in place and have enough arms to manipulate while anchored down like this which has allowed them to develop technology. Clothing is not necessary for them as the water that surrounds them is their protection and their bodies are designed to retain heat like any other aquatic creature, so they have never developed clothing which can make negotiations involving them awkward...

Though they try their best not to offend powerful factions, they can sometimes come across as quite crude to some of the major factions, however, some other species can somewhat relate to this (such as the Irziell who also normally do not wear clothes) so the HF sometimes sends irziell for diplomacy with the Covenant.
