Sorrow's Tithe
A great city of trade, Sorrow's Tithe is often the only view outsiders to Sanctia get of one of its cities. Fish from the bay, textiles made in the city, basic ores from the nearby mountains, and crops brought from Greenvyre are all traded here with other States.
A large section of the city is barricaded both to keep in and keep out. The area, known as The Circle Ward, is a large teleportation circle, where those from other cities and states may come in to trade goods. To enter or exit this area, one must have a permit and the written consent of the Chosen. It is heavily guarded by Confessors on all sides.
All goods and materials bought, created, and imported in the city are subject to a 10% tithe sent directly to the city of Ishalis for the betterment of Sanctia. Luminaries and Confessors keep a great depth of written record entailing the products to be tithed in the city. Failure to release the appropriate amount will result in a higher tithe for 1 month for first offenders, loss of access to the Circle Ward for second-time offenders, and banishment or hanging to the wall for third-time offenders, depending on the severity of held back goods.
