Port Carrow
Port Carrow is the second-largest city in the Kingdom of the Three Cities, and is one of the richest cities in the world. It is a center of trade for goods exported in and out of the Three Cities, and is the city in which the Merchant's Guild of Port Carrow was founded.
Government
The city is effectively run by the Merchant's Guild. It is a tradition within the Three Cities for the head of the Guild to be appointed City Lord of Port Carrow, and so the Guild has the freedom to enact laws to serve itself.
Most laws within Port Carrow and the surrounding area are aimed at reinforcing the Guild's position and power within the trade of the city.
It is illegal in Port Carrow to trade goods, or to take goods in or out of the city, without a permit granted by the Guild. These permits are prohibitively expensive, ensuring that only the wealthiest and most loyal merchants are allowed to conduct their business.
Law within Port Carrow is split into two categories. Common law is the law regarding crimes of common people, such as theft and murder. These laws are enforced by the City Guard and their rural counterparts. Guild law is the law regarding merchant crimes, such as smuggling and trading without permit. These laws are enforced by Enforcers affiliated with the Guild, whose punishments are brutal and often without trial.
