Kingdom of the Three Cities

The Kingdom of the Three Cities is a kingdom formed of the cities of Brilon, Port Carrow, and East Riding. It is situated south of the Celestial Forest in Osteria, and was under the control of the Silatheri Cities for some of the Second Age.

Structure

The Kingdom of the Three Cities is ruled by a monarch, who is also Lord of Brilon. The monarch wields significant control over the kingdom, but delegates regional matters to the lords of Port Carrow and East Riding. These 'City Lords' then delegate control to local lords in more rural areas.

Territories

The Kingdom of the Three Cities is made up of the three administrative regions of Brilon, Port Carrow, and East Riding. Each of these is named after its capital city, and encompasses the city and the surrounding towns, villages, and hamlets. These three regions are similar in size.   Brilon, the capital region, lies in the north, central to the continent of Osteria, and borders the Celestial Forest. Brilon is mostly made up of rural farmland. The city of Brilon is the largest city in Osteria.   To the west is Port Carrow, which gets its name from the River Carrow running through it. Port Carrow is known for its trade, being home to the Merchants Guild.   On the east is East Riding, a mountainous region home to many mountain dwarves, who are often in conflict with the population of the city of East Riding.

The monarch, with the advice of the other two City Lords, makes all legislative decisions.
Judicial Body
Each City Lord elects three magistrates to run the City Court, and it is this court which by law must hear all cases within their administrative region. However, as a matter of practicality, the responsibility for prosecution and punishment is often left to local city or town guards.
