The Willowmoor Charter

The Willowmoor Charter was created to provide a framework of rules and guidelines for the community. After months of traveling on the road, it became apparent that such a large group of people would contain troublemakers and other harm-doers, so the charter was established to provide rules as well as stability. By establishing this charter, the community's leaders hoped to dissuade wrongdoing and encourage collaboration.

In its early days, there were only two copies - one on display for the community to see, and one that was kept somewhere safe. Once the travelers arrived at the site Willowmoor would be built, copies were painstakingly handwritten out for every home.

In the early 21st century, the world all-but wiped itself out with war. Those who survived built small communities that would eventually flourish into new towns. The Willowmoor Charter was the product of one of those communities, first scribbled down on a lined sheet of paper by community leader Rhea when they were in a caravan on the road trying to find a place to put down roots.

With time, the Charter becomes historically important as Willowmoor's founding document, and Rhea's original handwritten copy will be placed on display behind glass, protected under guard.

Though there were certainly some who had been enjoying living in an anarchist society, most residents expressed relief at the reveal of the Charter - especially after months spent navigating rough terrain and battling it out with a militia. They were ready for the stability the Charter offered, and they craved the comforts that living in a society provided.

The Charter left a lasting mark on the community politics since many of the leaders involved in publishing it ended up riding the wings of that notoriety to elected positions within the village for many years to come. Furthermore, even as the village fine-tunes its laws, the charter will retain its place of honor as the original founding document and most important legislation in Willowmoor's history.
