Caravan Conclave
The governing committee that formed while the survivors were traveling cross-country to find the place they would build Willowmoor.
Structure
Like the Leadership Council and Advisory Council before it, the conclave had no official hierarchy, though there was a general sense from the caravan that Adam was "in charge" if anyone was. They did everything by democratic vote...it's just that Adam's vote seemed to sway the majority.
Public Agenda
The conclave had a clear agenda: keep the survivors safe and get them to the future sight of Willowmoor alive.
Assets
Since most of the conclave was made up of former members of the Advisory Council, their most important asset was their collective knowledge of the outside world and the dangers that waited in it.
History
The conclave formed out of necessity when the survivors from the bomb blasts were forced out of the safety of The Arena and on a northerly journey to lay down more permanent roots.
Disbandment
Like the leadership councils before it, the conclave was only ever meant to be a temporary substitute for proper government while the survivors were in such unsteady circumstances. Upon arriving at the patch of land they decided to make into Willowmoor, the leadership put together the rules for the village's first elections, which were held a couple of months later on the first day of spring. Once the people cast their votes for their official government leaders with established rules and term limits, the conclave was officially disbanded for good.
