The Citadel of Confederation
In New Carthage, there's a building that overlooks the Capital Port. Imposing, beautiful, and enduring. It is the Citadel of Confederation, and it is the symbol of the hard-won unity of Kuthor. Twenty stories high and nearly 500m wide, the circular building towers over the government campus around it. Parks and green areas soften the sea salt polished cerica stone of the buildings, and fresh sea air makes the whole area pleasant. For the people of Tanit II, the Citadel of Confederation isn't just the centre of planetary government. It represents their independence as a planet, and their collective will to move together towards a better tomorrow.
Purpose / Function
The Citadel of Confederation is the hub of the planetary government of Kuthor, the Kuthor Planetary Confederation. It contains the parliament, central archives, and immediate bureaucracy needed to govern the planet and its moons.
Architecture
"Coastal Green Brutalism" is the best description of the architectural ethos of the Citadel of Confederation and the government campus around it. The buildings have the distinctive round shapes popular on Tanit II, and there is a lot of greenery arranged through the entire complex and even the main citadel itself to help regulate temperature and humidity.
Defenses
Sadly, the building has had to weather civil unrest, interplanetary conflict, and more; all in addition to the regular challenges of existence on Tanit II. The twenty above surface floors are supported by a complex and sprawling subsurface facility that's rated against orbital bombardment.
Conventional Defenses
The Citadel of Confederation is well protected against conventional attack. The exterior is Cerica Stone, and all of the apertures (doors, parking gates, windows etc...) have deployable blast coverings, and entry paths have automatic chicane systems to prevent direct movement towards main doors and gates. There are also security drones and the Citadel Defense Guard, a paramilitary force the size of a reinforced battalion that covers the security of the Citadel of Confederation and the campus around it, in addition to providing a close protection detail to the Prime Minister, Deputy Prime Minister, and cabinet. The building, and government campus around it, are under constant surveillance inside and outside the buildings. There are also military grade long and short range RADAR and LIDAR systems, giving it the building unprecedented conventional aerial tracking capacities.Unconventional Defenses
The best technology Kuthor can muster, and the best their intelligence systems can gather, all protect this building. When activated, an area that expands 5km out from the campus is enveloped with a hostile, active electronic warfare bubble. Optical camouflage and targeting jammers hamper orbital strike accuracy. There is also a dedicated array of satellites looking out and down to track potential threats in orbit, and stealth ones operating in the atmosphere.History
The campus was built first, as the newly established Kuthor Planetary Confederation needed a home to operate from. The Citadel itself took over three decades to complete, because it was a literal citadel. This design choice was deliberate, as during the entire process, the larger Tanit System was in turmoil. It proved itself in later system level conflicts, weathering multiple attacks and even anchoring the defense of the Capital Port at one point.
Tourism
There is a public park open to visitors during daylight hours and for special events, filled with monuments and carefully tended park areas for families, students, and protestors to use. The government campus has the public access Museum of the Confederation, and does regularly scheduled tours of non-sensitive areas that require pre-registration and passage through security processes. More rare are tours of the Citadel itself. These are infrequent, and only occur after careful security vetting of all the participants. All the tours, the museum, and the park are filled as people come to see the capital of their world and the independence and collective spirit it represents.
