Kuthor Planetary Confederation
Kuthor was always a somewhat united political entity. Treated as a single body during colonization, it had a brief period of balkanization in the post-Great Stellar War period, and was eventually reunited as a collective of semi-autonomous city states and polities under the Kuthor Planetary Confederation.
