The Remnant Unionists
The inhabitants of the Greater Viaz valley area are perhaps some of the most mixed in all of Tempertaria. Sackarti, Volitari, Artesjan and Rasini, all equally under threat when the Civil war broke out down south, especially with the worrying factions vying for control over the northern steppes, the Vehr Northern Command Center and Great Taraburg.
The Divinarate understood this, and moved to arm militias in populated regions for the fight to come, moving into the de-facto regional governmental center, Viaz Castle, and declaring the newly-formed Kaltarate of Zarnapol to be under the protection of the Stratosa.
The current government, mainly made up of imported ministers and administrators from Rasina finds itself at odds with the local population regularly, who feel like The Divinarate has entered their lands as an occupying force, Kaltar Yulia has attempted to alleviate these tensions with her charismatic populism, which has been met with limited success.
Structure
The Kaltarate of Zarnapol is headed by Yulia Justa Rastockin, who serves as the popular figurehead of the Protectorate. Her power is significantly curtailed by the Divinarate (much to her chagrin), while the real decision-making takes place in Zarnapol's Embassy in Karillia. The red tape is... difficult to deal with, especially with the war at the Kaltarate's southern front.
Culture
Being located in the temperate far north of Artesja, Zarnapol is a well-known haven for Unionism: A movement espousing the Justa-Kalri family's divine right to rule over both the Divinarate and the Federation in tandem. This doesn't mean that Unionists are anti-democratic; most support the democratic ways of Artemis and favour a constitutional monarchy.
The Viaz valley can also boast one of the largest mixed populations, with many Tarians and Rasini moving there during the 1700s, factoring in the native Artesjans and Sackarti, the Kaltarate is one of the most ethnically diverse regions in Tempertaria.
