Vulpix
The Vulpix as an organization have modeled themselves after tales of the Noble Highwayman or the Phantom Thief - Robin Hood, Zorro, Arsene Lupin, etc. Their goal is to make the rich look like the greedy, pompous fools they are. They’re known to redistribute their ill-gotten gains amongst the poor of Olympia. While the true extent of their membership is unknown, their most prominent and theatrical members are regarded as folk heroes, and are known by the names of different foxes of myth and folklore. Most of these names are worn like titles, passed from one thief to their apprentice as they are caught or retire. However, their leader, Inari, has never been caught, nor has their kitsune-mask ever been passed to another wearer. The Vulpix are best loved as vigilantes in boroughs like Metropolis and NeoTokyo, utterly loathed in wealthy ones like Cloud 9, and the bitter enemies of the Chrome Cartel.
