Gangs and Organized Crime
With such a high population and varying subcultures in its communities, it is inevitable that Olympia develops crime. While there are some more localized gangs within the octants and boroughs, larger groups have developed as well, and their influence branches out farther than just the turf of a street gang. These are recognized as organized crime groups. These groups have some form of influence or presence within multiple octant/boroughs - potentially even reaching throughout all of Olympia, if they possess enough influence or numbers.
These organizations can look a number of ways depending on the community and cultures of the areas in which they operate. In more peaceful and passive boroughs, the presence of a group may not be violent or even obvious. It is entirely possible that they remain undetected by blending into their surrounding community, acting as informants rather than muscle. In high-energy boroughs, it might be easier for an organized crime group to take more direct action without drawing unwanted attention.
