The Iterative Assembly of Chettera

The Iterative Assembly of Chettera is, for the most part, the planetary government of the Chet.   Assembled about 400 years ago, the Assembly consist of Two rough branches of government. The Dreamer Council servers, roughly, as the legislative parliament, out of which an Exemplar, usually, is elected from. The Dreamers Council will come up with and debate a new bill that should become law. Once the entire council is satisfied with it, the bill is passed to the Second Branch, the Shakers.   The @Shakers_Bureau serves as a Negative Legislative branch and the Judicial Branch. There Job is too test and poke holes into the bill and try to find as many different ways this bill can be abused, misused, or found lacking. The two legislations bat the bill back and forth until they come to an agreement, or most likely, they get bored of it. Shakers are appointed by other Shakers in good standing. Prospective Shakers are then trained extensively in philosophy, debate, and the law. There are tens of thousands of Shakers, as this group also serves as the safety inspectors, police, and county clerks of the government, but the ones in the Council are the "High Shakers" who serve as legislative and Judaical Branch.
From there, the Exemplar will teach the new law to the population, usually through a network of teachers and skilled trades people. Any disagreements about the law is usually handled within the Troop, with the Leading Mother adjudicating. However, in cases where the Leading Mother is not available, or the matter moves to outside her troop, Local Shakers can adjusticate disagreements. Their main purpose is not to find who is at fault, but find out where the misunderstanding is and correct it. Then, they will report the misunderstanding to the High Shackers to amend a law to make it more clear. An indivisual Chet can ask that a case be escalated to a higher court if they feel the judgement is unclear or not correct.
