Isthaval Foundry
The Isthaval Foundry is a gargantuan, unfinished building in the heart of Athaios Stonetown — Southwest, one of five satellite settlements established by the contingent of Builders who sought refuge in the Shardscape realm of Orochtha. Nominally a foundry, as its name suggests, the facility's deeper purpose is shrouded in mystery and is a matter of great debate outside of the Builder community.
Not only is the building's brutalist style and enormous footprint considered a blemish on the holy city, fear resulting from the secrecy that surrounds the structure means that its ongoing construction and continued existence have been the subject of controversy—and at times, outright hostility—among the citizens of Athaios.
Purpose / Function
The Foundry is a matter of the utmost secrecy to the Builders. All individuals involved with the project are monitored closely, and any discussion of the structure's purpose with outsiders, be it directly, by implication, insinuation, or metaphor, is strictly forbidden under pain of death. None are exempted from this policy. The veil around the Foundry is taken so seriously that it affects the laws that govern Athaios Stonetown — Southwest. Specifically, permanent buildings, temporary structures, and publicly accessible installments may not be built in such a way that the second of two Prime Builders, standing on the shoulders of the other, who is in turn standing atop the highest point of the structure, at the moment that the structure is erected, and at any conceivable moment in the structure's future, has a clear line of sight to the interior of the Foundry. Furthermore, the airspace around Athaios Stonetown — Southwest is heavily regulated. Any attempts to fly over the settlement below a certain altitude shall be considered acts of war, and shall be answered with extreme prejudice.
Spies associated with the High Moradeikon, and Dominion intelligence operatives have managed to pierce the veil of secrecy surrounding Isthaval, and are aware of its intended use. Although there are facilities within that will fulfill the Foundry's official role, Isthaval is, in truth, a mega-factory designed for the mass-production of advanced instruments of war under the auspices of the Builders' top-secret undertaking—Project: LEXICON.
