Tålthjar
Tålthjar [TOHLT-hyahr] is a title conferred to the leader of the Builder diaspora in the Shardscape realm of Orochtha. Outsiders understand the title as equivalent of "king" or "queen." To the Builders, however, its true meaning more closely resembles that of the title "regent" or "dictator," in the sense that it is a title conferred to a "strong" leader during a time of critical and existential danger. To date, the title has been granted to only one Builder, the current Tålthjar, Hrifvang. He is expected to retain the duty until he finds a worthy successor and abdicates, completes the task for which he was recognized and chosen to lead, or dies in the pursuit of the Orochthan Builder community's sole objective since the fall of their civilization.
Appointment
The power to confer the title rests in the hands of the Council of Elders—the five most senior living Builders in the Orochthan Builder community. Although authority is conferred behind closed doors in the council chambers, a symbolic "coronation" ceremony is conducted for the benefit of the Builder laity.
Duties
The Tålthjar is entrusted with a single overriding directive: fulfill the Orochthan Builder community's sole objective—to reclaim the Frostmere and rebuild their fallen civilization by whatever means necessary.
Responsibilities
Although day-to-day governance of the the Orochthan Builder community falls under the purview of the Tålthjar's office, this task is often delegated to his privy council—a group of the Tålthjar's most trusted Builders who are tasked with overseeing different aspects of the community's governance.
Grounds for Removal/Dismissal
The nature of the position means that the Tålthjar cannot be dismissed from his role through the conventional legal means. Tålthjar is an irrevocable appointment for life, or until willful abdication. Not even the Council of Elders possesses the authority to remove the Tålthjar, as his authority outstrips theirs the moment that they appoint him. Nothing short of a near-unanimous rebuke from the Orochthan Builders' community can force the Tålthjar to step down—and even then, it does not constitute a legal obligation to do so.
