Covenant

A safe place in a world of chaos. Covenant is one of the known city-states that accept all kinds of people and races, so long as they do what's best for the city. Doing what's best for the city often just means following the law and keeping your head down, but in recent years some of the restrictions have become less lenient, especially for outsiders. Those outside the exploratory, Trading, and Security wing often have far fewer privileges when it comes to leaving the city and through the bureaucratic nightmare of a government, applying for these visas has gotten all the more difficult in recent years. The outside of the walls of Covenant has been known to be wild and dangerous by the citizens of Sanctuary for some years now. Stories of goblins, Nagas, and other horrific creatures have been told to the public by the members of the Exploratory Team, some even recounting destroyed outposts and decimated resource farms. This is what the government of Covenant allows its regular citizens to know, as most information is on a "need to know basis" according to the council.
In the most recent years, A war has broken out with the neighboring faction of Calamdun and the city is on the brink. Rationing is common now, nobody but military personnel are allowed to leave the city, and Thorial's attempt to overthrow the council has failed but multiple councilor seats are being filled with fresh faces due to the bombing of the keep. This has caused turmoil inside multiple industries and the politics of the city are still shifting to fill the power vacuum. Covenant is under constant siege and watch and their dome which used to be their greatest defense has just become a shell to starve under. but a recent addition to the council believes that their last hopes may lie with the chronostones and an unfamiliar band of adventurers and a daring plan to escape the horrors of the war.

Geography
Covenant is housed in a huge dome made of unknown nearly indestructible materials that protect it from the outside world or whatever apocalypse could come. Why the dome was constructed, By whom, and how long ago are still all unsolved mysteries of the Science Wing. Though it is theorized that the dome was constructed to prevent the destruction of the inhabitants in case an apocalyptic scenario was to take place, Magically, Naturally or technologically. Ironically this seemed to have not worked for them. The Dome itself appears to be quite clear except for thin black lines that separate the sky into 8 sections. Those savvy enough to the layout of Sanctuary can even use these lines and their surrounding landmarks to find their way anywhere in the city. Part of the dome seems to encapsulate a lake. Though efforts have been made to keep corporations and companies from dumping waste there, the lake is widely regarded as toxic.
Ecosystem
The local ecosystem has been compromised by years of over-industrialization and a poor understanding of the effects of chemical wastes on the environment. This has led to mutations in not only the flora and fauna directly outside the dome. However, there is so little natural flora and fauna inside the dome that it does not present a danger to the average citizen of the covenant.
Ecosystem Cycles
There is a complete lack of seasons inside Covenant's dome and most crops have been magically engineered to be grown all year round in vertical farms spread throughout the city. This means a sense of stagnation for the average citizen of Covenant as very little visually changes around them in their day-to-day lives.
Fauna & Flora
There are no animals native to Covenant, though there are dogs, cats, and some other mammals roaming the streets and sewer systems. Disturbingly enough there have been reports of Otyugh and Shambling Mounds have been reported in the sewers of the Slum Districts. There have also been other humanoid-like monsters who have taken up residence in Covenant and blended in for quite some time thanks to the varied and diverse local population. Covenant security forces still believe there is at least 3 active and feeding vampires living throughout the city that they have not been able to catch.
Natural Resources
Foods such as Waterwheat, Firemelons, and grapes grow easily enough in the vertical farms of the city built decades ago by the councilor of Agriculture, though a large portion of covenant's manpower is dedicated to the cultivation of these crops. Wood is collected from the nearby forests by lumberjacks set up at various outposts and then sold to other industries and cities throughout the region. There's a mining district-operated mostly by dwarves, halflings, and squats inside the city walls that supplies a decent amount of ores and gems but in recent years the mine has been drying up.
The fight pits have also been shown to be a recruitment tool for the Security wing which look to find individuals with interesting and unique talents. A recruiter and high-ranking security officer named Leviathan often oversees combat here and rumors of in-ring fatalities have grown far more common under his watch. Some have speculated and rumored as to why certain fighters who had affiliations with Leviathan were even allowed in the ring against their opponents, to begin with.

History
Founded by a group of settlers from the Conglemracy after a team of adventurers discovered the dome and begin to inhabit it. These adventurers were soon outnumbered by regular citizens however when news of the dome's existence reached the wider continent of Kalos. It proved a safe place to weather out all sorts of natural phenomena and monsters, and its central position on the continent, as well as a defensible location in the reach, made for an ideal trade settlement. However, over time the adventuring party that founded Covenant became more and more greedy, eventually using their connections and wealth to establish the council, and declare the cities independence from an already weak Conglomeracy. They naturally instilled themselves at the top of the city's political food chain and while most have passed away in recent years, two still remain. The councilor of Art, and the councilor of agriculture.
There was an attempt to take over the council just 6 months ago by an individual named Thorial Lenoria, owner of Asgardian Arms. He was driven mad by chronostone and was convinced to blow up the council's chambers with an alchemical bomb by his delusions. Thorial was captured and taken in by a band of adventurers named Avante Garde and now he resides in a maximum-security antimagic prison under constant watch for a suicide attempt to enter his hidden backup clone body.
In recent years war has broken out between the conglomeracy and Northern Fey alliances made up of Calamdun and 7 centaur tribes. While covenant originally tried to take a position of neutrality, they were attacked directly anyway once it was discovered that the Operative who burned down the Great Tree was from the city of Covenant and had been employed by their security wing for a short while. Even though Covenant had nothing to do with the attack on the Great Tree, the Eladrin who led the nation of Calamdun were already grasping for any excuse to expand their borders outside of their now relatively cramped forests. Now with the Great Tree gone and their attempts of godly revival dashed, the Calumdunians are looking to take the Dome and use it for their next machinations.

Tourism
Covenant is mostly toured for its access to various alchemical reagents, firearms, and techno-magical goods. The local invention of the Magipad has also launched the local Institute for Artifice and Alchemy (IAA) to a new level of popularity with people coming from multiple continents in order to study and use the magipads and their secrets. The recent discovery of chronostone under the neighboring city of Palomar has also drawn in a few scientists who wish to study the material with the help of advanced labs and the Institute for Artifice and Alchemy. This has led to some unfortunate incidents as the testing of chronostones on living beings is dangerous. Some scientists also travel to Covenant to see the Dome for themselves and study its characteristics and how it can support so much weight.
