    A seat of 7 that enforce laws in the city and rise to their positions through promotions and promises. Position titles often fluctuate based on the current industry or organization with the seat. The current Prime Minister seats are Bussiness, Industry, Security, Exploratory, Immigration, Health, and Education.

    Public Agenda

    The stated public goal of the high council is to keep the peace in Covenant, and to advance the cities prospects in the coming future.

    History

    Formed hundreds of years ago after a split with their previous founder and ruler, the Conglomeracy, The High Council was made up of the most capable individuals on basis of wealth and some merit. The original high council was arguably the most meritocratic as everyone on the original council was elected by the citizens of Covenant. In times since then though corruption has played more and more of a part of the selection process. Only those at the top of Covenant's high ranking organizations could ever hope to become a counselor and decide the economic and political policies of the city.
