Tiberia
Tiberia is a fortress city-state of the Velvet Coast, situated southeast near the shattered ruins of Skyreach, the former capital of the Imperial League. Known as the Sentinel of the Ashes, Tiberia endures as a stronghold of vigilance, mercenary mustering, and relic scavenging. Unlike the marble terraces of Floria or the bustling harbours of Mevania, Tiberia thrives as both a shrine to Imperial memory and a marketplace for treasure-hunters drawn to the ruins.
Government
Ruled by the Council of Captains, composed of retired mercenary leaders, caravan masters, and guild representatives.
The Captain-General, elected every ten years, acts as military commander and magistrate.
Offices are martial in nature: most councillors have military service or guild sponsorship.
Known for pragmatic, militarized politics — contracts and oaths weigh more heavily than rhetoric.
Defences
Walls & Bastions: High stone ramparts built from scavenged Imperial marble.
The Redoubt: A citadel overlooking the city; both council seat and military garrison.
Militia: ~4,000 trained militia, reinforced seasonally by contracted mercenary companies.
Watchfires: Chains of beacons ringing the city to warn of raiders or beasts.
Industry & Trade
The Ashward Industry
Tiberia’s lifeblood is the scavenging of Skyreach’s ruins.
Licensed Expeditions: Authorized delvers, taxed by the Council.
Unlicensed “Ash Rats”: Black-market looters, harshly punished when caught.
Ash Market: The bazaar where relics, forgeries, and curios are traded. Buyers include Florian nobles, Mevanian merchants, Novayan scholars, and secretive Elven agents.
Other Sectors
Mercenary Companies: Dozens muster and disband in Tiberia, providing muscle for ruin expeditions and coastal wars alike.
Relic Smithing: Reforging scavenged steel and artifacts into weapons and tools.
Caravan Trade: Relics and goods transported to Floria, Mevania, and Novaya.
Imports: Food and grain, as the local soil is poor.
