Kháivara Conclave

The Kháivara Conclave is the council where the Rangatira of the Western Woods gather to discuss the issues that face their communities and the general needs of the people of the Western Woods.   The word kháivara is difficult to translate from Orokhimshe. It is something of an oxymoron; khái is a word for battle, war, or struggle, whereas vara means harmony, either in musical sense or in general peace and cooperation between people. In common-code knotwork, the two roots are tied together such that it is difficult to extract them from each other.

Structure

A meeting of the Kháivara Conclave is led by the Arakhi Rangatir'nghére , but is otherwise a democratic process. Meetings of the Kháivara Conclave takes place on the full moons in the months of March, July, and November. Any Rangatira in good standing with their circle and/or village may participate. Rangatiri who have left the woods since their appointment may participate, but are not necessarily obligated to do so.   Before each conclave, Rangatiri submit discussion topics and questions to the Arakhi Rangatir'nghere, either in person or via animal messengers. On the first day of the conclave, the longhouse is open to anyone. Roll is called among the rangatiri and topics are sorted according to urgency and level of community concern. On the second day, only the Rangatiri are allowed within the longhouse, and more junior members are expected to do more listening than talking as their elders propose initial solutions. Bankhurim and highly trusted experts are reinvited into the conclave on the third day, and all members can speak more freely, refining the previously proposed courses of action. On the fourth day, all are welcome again as policies are finalized. Any solutions or new codes of law are proclaimed publicly on the evening of the fourth day.

Culture

Conclave meetings, which officially last for four days, can easily become rowdy affairs. Spirited debate is nearly inevitable, and the most difficult issues are sometimes settled via chess games or even duels. Still, a conclave meeting does not end until all Rangatiri find some degree of satisfaction with their most pressing problems.

Public Agenda

The goal of the conclave is to ensure peace within the Western Woods, and continue to defend them from orokh invaders and other potential threats along the borders of their lands.
