Dewport
Structure
As a sea focused city, Dewport uses terms that invoke the ocean for their leaders. Their wizards are known as Tidebinders, their nobility are the Estuarine (single Estuary), and their king is the Pelagos. They follow a monarchy, with the pelagos on top, followed by the estuarine, then the normal people. They also have a hierarchy on their ships, following a fairly standard model by earth measures.
Public Agenda
They are all about the sea, and ruling over it. They harvest the sea's bounty, nurture its ecosystem, and protect both it and their claim to it. They let the other cities have small fleets for trading and such. But they remain the undisputed masters of the sea, and anyone who threatens that rule will be dealt with.
Assets
Dewport has the strongest navy in the world, and they basically own the seas. Anyone who says otherwise can tell it to their fleet. This strong naval focus means that they have free reign of the seas, and can harvest it's bounty at their leisure. Anything they can catch or dredge up is fair game, and they've got the whole ocean to farm.
