Heiromats

The Heiromats, operating under the Department of Public Order on Madrisa Prime, serve as part of a multifaceted law enforcement operation. Splinter branches of the heiromats work independently on other Iolar-controlled worlds but their much lower populations in general make them barely comparable to the juggernaut that polices Madrisa Prime. The Heiromats are broken down into 6 subdivisions.  

Central Command

  Also referred to as "HCC", the Central Command division is the primary oversight and management portion of the institution. At its head is the Commandant Major, nominally the highest law enforcement official on the planet. Beneath them are a fluctuating number of Commandants Minor who coordinate the other branches of the Heiromats and focus on strategic planning and high-level decision making. The most constant positions for Commandants Minor besides heading up the other divisions are the heads of the following Central Command departments:
  1. Operations - Develops SOPs and coordinates the general deployment of personnel. Also in charge of emergency response and tactical planning in the case of terrorism or other acts of civil unrest.
  2. Intelligence - Focuses on gathering, analyzing, and disseminating information related to high-level criminal activities and potential threats.
  3. Internal Affairs - Dedicated to maintaining the integrity of the Heiromats. It conducts audits, monitors performance, and investigates any allegations of misconduct within the organization.
  4. Logistics - Manages the materiel needs of the Heiromats, including equipment, transport, and any other resources deemed necessary to fulfill their duties. Officers can expect to spend many hours negotiating with enclave representatives and other corporate lickspittles for every scrap.
  5. Public Relations - Handles communication with the public and media. It also works on maintaining a positive image of the Heiromats and managing public information campaigns.
Other jurisdictions may arise and the appointments of Commandants Minor is a regular occurence whenever the Commandant Major feels the need for extra attention on certain matters or when liason with other government institutions demands a personal touch.  

Sector Enforcement

  More commonly called the "SEC" (short for Sector Enforcement Command or Sector Enforcement Cunts depending on your legal predilections), this subdivision is the largest by headcount and is specifically tasked with law enforcement at a "street" level. There are millions of Sector Enforcement police, ranging from barely competent rent-a-cops to nearly cyberpsychotic tactical response squads. At the head of the SEC are the 12 Sector Marshals, the only direct reports to the Commandant Major who are not Commandants Minor. Each Marshal is warranted to administer the enforcement of the law in their respective sectors as they see fit. Beneath the Marshals are many hundreds to thousands of Justices which oversee the subdivisions of the sectors. Lastly, there are the millions of Officers that man the police bunkers and precinct houses and their support staff, including local forensics experts, administrators, and analysts. Enforcing the law over the incredible diversity of population present on Madrisa Prime is a challenging task and officers rarely have the luxury of properly weighing the balance of ethics and public good with corporate greed and cyberpsychotic rampages. The profession is further complicated by the existence of the Mercenary Companies, whose (mostly) legal charters place them at odds with Heiromat law enforcement when criminality crosses public and private lines.  

Special Operations

  SOC are the brutal, black ops arm of the Heiromats. Despite being part of the law enforcement apparatus, Special Operatives have a well founded reputation for extrajudicial, and indeed illegal, activity. The disposition towards SOC among the general populace sits in the unpleasant valley between terror and disgust no matter how much the Public Relations arm of HCC tries to moderate it. A legacy of disregard for collateral damage and political sensitivity exacerbates the already high tensions between law enforcement and the government as representatives of the citizenry. Disputes between SOC and Internal Affairs are frequent and vicious but SOC continues to be tolerated as a necessary evil to combat the complex criminality of such a technological sophisticated society. Within SOC are 6 discrete units, each full of hardened teams of operatives as lethal and cunning as any high-end Solo or corporate security executive.
  1. Counter-Terrorism - Engages in both long- and short-term observation and neutralization of high-level terroristic activities and organizations.
  2. Covert Operations - Deploys operatives in deep cover to infiltrate and expose illegal enterprises with an expertise in corporate espionage.
  3. Orbital Response - Handles law enforcement in the orbit and near-space of Madrisa Prime, much to the chagrin of Captains.
  4. Cyber Warfare - Actively scours the noosphere and other telecommunications infrastructure for illegal activity and effects immediate response when necessary.
  5. Enhanced Interrogation - Employs proscribed methods of interview and examination to high value criminals and performs top-secret intelligence analysis.
  6. Rapid Response - The escalation called in when local SEC tactical response squads aren't enough. If SOC Rapid Response is deployed do not expect survivors.
There have been numerous incidents of public indiscretion by SOC teams, including The Skyline Incident, The Callutrax Breach, and The White Eclipse in recent memory. Each has prompted significant inquiries into SOC's operations but none have proven devastating enough to shut it down.  

Forensic Analysis

    Unlike the Intelligence department of HCC, the Forensic Analysis division is responsible for aggregating and analyzing the vast amount of crime data colleced by the SEC and from other sources in order to better inform policy and improve responses for the other divisions. While it maintains its own small number of field officers and roving agents, most of the legwork is done by others, particularly SOC. Some consider the relationship between SOC and Forensics unhealthy and Internal Affairs is merciless when prosecuting Forensics officers found to be illegally tampering with data. Regardless, the insights provided by Forensics' study of crime statistics is invaluable. A digest sanitized for public consumption is published every month with breakdowns by Sector and includes highlights and awards for municipalities that display significant improvements. A satirical (though accurate) report is published a week or so later by Burning Inquiry, an "underground" media outlet. This version highlights all the worst performing municipal zones and appends unredacted accounts of particularly nasty police actions if it can. The awards category has been somewhat dull as Night City has habitually been rated the most dangerous municpal zone for quite some time and its status is widely known. Forensics' maintains a strained relationship with Emeter, as so much of the data is now delivered noospherically. How much each of these organizations truly knows about the other is subject to endless speculation but investigations are continually opened and then summarily closed in an endless cycle of misdirection and malfeasance.  

Interstellar Crimes

    Irrelevant to more than 99% of the Madrisan population, the IC division of the Heiromats is concerned with tracking and eliminating criminal activities that span across the Iolar demesne. It maintains the tenuous bonds that keep the law enforcement on other Iolar worlds and facilitates their operations as best it can. Rarely IC will discover something that can actually be tried against a Captain but such incidents are so few and spectacular as to be mythical. IC also maintains a strong relationship with the Digo, working together to apply some kind of order on the erstwhile Captains. Without much public scrutiny, the potential for blackmail is high and too tempting to resist for either party. To that end, the two most prominent jurisdictions held by IC are the prosecution of piracy and illegal xenotechnological trade. Adoption of recovered technologies is a powerful economic driver but black market trade in non-human tech is extremely dangerous. It is one of the few crimes for which a Captain can be arrested and terrestrial brokers face extreme punishments. Naturally, IC spend most of its efforts monitoring Digo itself for evidence of such trade but as of yet no senior Digo affiliate has ever been directly connected with such activities.
