With such a large populace and such differing perceptions about how things should operate from tower to tower, it is little surprise that from the divisions would rise factions that would come to dominate portions of society. Their purposes each differ, as do their areas of influence and industry. Very few of them are aligned truly with any other, though periodically short-term alliances have taken place against greater mutual threats.
Civilians:
The civilians are the people that run the day to day in the isles, and are by far the largest populace there is. You live your life outside of any faction, and hold no obligation to any particular faction. No faction has any conflict with the average civilian beyond the personal disputes anyone may have with another. Civilians each hold their own individual perceptions and opinions on the different factions but are not a united front in order to undo them, especially when so many industries are unspokenly owned and operated by the factions.
The Deck Of Detectives Agency:
The DDA was founded by The Wild Cards, a group of independent investigators thrown together under American government order in the earliest stages of Keltrex's appearance in 2175. After doing the investigative work they had been sent to do, the group decided to remain on the island and begin the organization that would primarily work to establish itself as an independent law keeping service without any dedicated tower allegiance.

The Stingers:
The Stingers are your local branch of anarchists. Systematically plucking apart the system of corporations and politicians and order that confines the spirit and its desires. A stinger is very bold in their actions, loud and never to be ignored or underestimated. They’ll take down anyone and anything they have to in order to achieve their goal of a city where everyone lives as they please. Pursuing what is believed is to be the natural and original state of the isles from whatever brought people through the gates in the first place.

The Spokes:
In the beginning, Spokes were composed of underpaid and neglected factory workers slaving away for the corporations. They would do whatever they had to in order to live another day and to help their fellow Spokes do the same. They protect, provide, and care for each other more than all else. What began as barely organized interpersonal bolstering eventually became a workforce union to be reckoned with.

The Tulemon:
The Tulemon are what the outside world has dubbed a mafia and are the oldest and most established organized crime family in Keltrex if not even the world beyond the gates based on what individuals have been able to piece together of concurrent history. Unlike their Stingers counterpart, they exist in a state of order and wealth. They capture the essence of Keltrex's high society in their affluent aesthetic and advanced technology combined. Anyone within the Tulemon is either born in, married in, or was “adopted” in. Though not just anyone would be allowed in from the outside, only those who can prove they can uphold their image. Some have even come to them as faction defectors, and with every defector came secrets and information that continue to keep them at the top.

The Ivy Syndicate:
The Ivy Syndicate is a faction fighting against corporations and even individuals destroying natural habitats for profit. Living on the lowest levels of the isles closest to the natural borders, they use eco-hacking, bio-drones, and organic camouflage to wage war in urban and wild environments. Their goal is to reclaim land and make tech sustainable, even if it means sabotage.
