The Council of Tribes

The council of tribes formed over time to organize the Erayax when and where required, whilst maintaining much of the individual clan's autonomy.
This originally came down to fifteen of the largest and most ferocious tribes. Of the fifteen tribes 6 were Orc, 4 Human, one halfling, one gnome, a dwarf and a pair of a race not identified in any records. Often this structure has been maintained by as few as five major clans, regardless of race.
Humans and Orcs are among the larger species who have greatly benefited from this arrangement.   One of the council representatives will ultimately become the Lord Chieften (Nominally the highest chief, a figure head only, of all – the Erayax would never be ruled by one though). The council often merely administers the will of the tribes.

Structure

To be a part of the ruling council depends on one or more of many factors.
Only larger clans, besides vary rare exceptions, generally have a seat on the council. The number of seats is anybody's guess at it's best. Between five and seven seats (or great clans) has often been the number. Clans may be powerful military forces - often the larger species but certainly not always. Other clans may have shrewd cunning as their weapon of choices, some are wealthy in a variety of ways - all useful to the militaristic Erayax.

The Lord Chieften presides over all during times of military campaign, at least whilst successful - then they're replaced.

Culture

On the surface the Erayax are considered a savage militarist culture always ready and seeking opportunity to invade the south and are constantly on the march.
Were this in fact the full story, there are among them some very ferocious fighters, however, Erayax culture is easily as diverse, or possibly even more so, than either of the southern factions. Only the "contested" lands in the south boast more diversity of culture and race.
A sub culture of subterfuge and espionage runs deeply throughout Erayax culture, whilst open violence between Erayax is shunned, special circumstances accepted, people die by violent accidents very regularly in every corner of the realm considered Erayax territory.
It should be noted, they do not reserve their subterfuge to internal matters...
