Mohomwa Citadel

On the slopes of the simmering volcano of Lokaha sits a palace. This palace is a sprawling and imposing structure, built to be evocative of a grand overturned ship defiantly pointed out to the sea. Around it is a pentagon of stone walls lined with cannons. This great structure is Mohomwa Citadel, the pinnacle of selkie power and the seat of the Selkie Circle of Elders  Mohomwa Citadel is built to be as imposing as possible while taking up as little actual space as possible. The garrison here is well-armed but modest in size, and the palace is constructed without very much hosting space. Several hundred servants and several hundred soldiers live here, as do the ten Grand Elders, but the palace is not built to host outsiders. Even wealthy elites are expected to either sleep on their ships or boat back to Motosui after meeting with the elders, for the sacred island of Okailu is home to the elders and the Hanahai alone.    Given the tight security and elaborate ceremonial restrictions on entrance, visitors are largely contained to a few front rooms: a series of small parlors, meeting chambers for discussions with individual Grand Elders, and a grand reception hall for formal meetings with the entire Circle of Elders. The rest of the palace is intended to be dramatic and mysterious, suggesting powerful and ancient magics and great hidden wealth.    Not much actual wealth is hidden in this building, though. Most of the rooms are either for correspondence, analysts, archives, ceremonies, or for the staff. There are some excellent hotsprings in a designated courtyard, where the Elders are known to relax and hold frank discussions, but this building is more about the appearance of grandeur than most of the material functions of a royal palace elsewhere.    This building was constructed in 1710 following the destruction of the old sprawling temple complex by Veshita the Blasphemer - it has been built to be both a declaration of power and a bastion against another such attack.
