Sovereign
The word sovereign is frequently used synonymously with monarch. There are numerous titles in a monarchical rule which can belong to the sovereign. The sovereign is the autonomous head of the state.
In the Realm of Aethel, the ruler is always titled "Sovereign" instead of King or Queen or another title. The next in line to the Aethel throne is called the "Sovereign Heir". In Aethel, the Sovereign is head of the Aethel National Church of Lathander as well as head of state and government. It is a hereditary theocracy there.
