Port Hebney

Isolated on the rugged eastern coast, Port Hebney is a windswept haven for the bold and the restless. Known for its fierce independence and thriving fishing fleets, it serves as Wescovia’s lone eastern gateway to distant, storm-lashed seas.

Government

Port Hebney is ruled by a Harbormaster’s Council, led by the Lord Mayor and made up of the wealthiest and most respected ship captains, merchants, and fishermen.
Taxes are relatively light, mostly tariffs on incoming goods and ship fees.
Laws prioritize maritime conduct and public order. Piracy, smuggling, and sabotage are dealt with harshly. Minor crimes are often handled by public shaming or heavy labor on communal docks.
The council officially answers to the king, but in practice, Port Hebney runs itself unless the Crown intervenes directly. Most recently, due to repeated ties in the election of a Lord Mayor by the Harbormaster's Council, the king appointed Rhel Searender, the most popular candidate, to lead the city. He is well-known for his many successful trade voyages and now owns a fleet of five trade galleons.

Industry & Trade

Major Exports

Fish (especially smoked and salted varieties), whale oil, ship timber, rare pearls, sea glass crafts.

Major Imports

Fine textiles, grain, weapons, enchanted navigational tools.
  Shipbuilding and repair are also significant industries, especially icebreakers and sturdy northern ships.
Port Hebney trades some with the coastal cities of Septentri and northern Absiterra, but mostly passes goods from these places down to Hularim in the Jadeheart Kingdom and Featherpoint on Honeybrook Isle.

History

Port Hebney predates Wescovia's official unification. It was founded as a small whaling outpost around Year 531.
It grew quickly due to its location near rich fishing waters and the discovery of natural harbors. During Wescovia’s unification wars, it was briefly occupied by rival factions, and was at point semi-autonomous, but after King Alric I (Finn Sigurdson’s ancestor) took the throne in 1099, the town was incorporated fully into the kingdom.
Despite its loyalty, Port Hebney has always prided itself on its independence, flying its own banners alongside the royal flag during festivals.

Tourism

Tourists to Port Hebney are few but adventurous:
Scholars and treasure-seekers sometimes visit the Wreckshore, a dangerous stretch of beach known for shipwrecks and legends of lost artifacts.
Fishermen from across Iroth travel here to take part in the Silvercatch, an annual competition to catch the largest sea creature.
The Salt Markets are also a big draw; rare goods from the eastern seas can sometimes be found here.
Most visitors stay at weathered coastal inns like The Salty Mermaid or Stormwatch Hall, both offering strong drink, seafood, and stories that seem too wild to be true.
