With the death of Deanna 'Devil's Charm' Hastings, the captains of the pirate fleets were no longer under her charm. As such a rebellion against the rules quickly followed. Against this rebellion were the captains she had managed to convince before her death and although they managed to keep some order, this too eventually faded as they too grew old and lost their grasp over the waters.
The death of Deanna 'Devil's Charm' Hastings had been a long time coming with her having been deathly sick for almost 4 years. As such many had in secret prepared for the time when she would die and lawlessness quickly sprung up in many places. This was only barely suppressed by the captains who managed to convince and this state was held for 40 years before they too gave way to the next generation. The next generation, perhaps as a front against the order they grew up around, went wild to the point where trade ships once again had a difficult time even landing on the island to sell food. As such fishermen and farmers began working from the island in service of different pirate lords who would offer them protection in exchange for part of their catch.
