Coalition of the Sovereign Institutes of Horus
This is the political name of the network of followers of Horus. This includes the network of Horus's followers who are dedicated to doing his work. The Clerics of Horus act as advisors to kings and other political leaders. The idea of inherited divine right to rule is rejected by the followers of Horus; the right to rule comes only when the individual proves themself worthy. According to the Doctrines of Horus, leadership is not only for males.

Culture
Horus's clerics are advisors to kings. Like most Pharaonic clergy, they wear white robes, but they also adorn themselves with golden crowns, bracers, and other symbols of their high office. His male clerics—the far majority—shave their heads.
Mythology & Lore
The ruler of the Pharonic Pantheon, Horus is the son of Isis and Osiris. He ascended to take the throne of Ra, the Sun God, after defeating Set to avenge the murder of Osiris. He absorbed much of the divine essence of Ra, except Ra's essence as the Sun, increasing Horus's power beyond that of his parents.
Cosmological Views
All Draconian religions have the same understanding of the creation of the world.
Tenets of Faith
1. Honor in all things.
2. Serve light, never darkness.
3. Deal honestly with fellowmen.
4. Never look down on those beneath you.
5. Fidelity in relationships.
6. Chastity
Ethics
The followers of Horus look down on any behavior that is deemed dishonorable. Horus, as a god of honor, will not tolerate his followers' behavior when it turns dishonorable. A follower who acts dishonorably, especially towards another person, loses all divine abilities granted by Horus and all Priesthood authority from the Institute.
Priesthood
The priesthood of Horus is given to worthy clerics. This is different from Divine Magic in that the Priesthood of Horus is simply the power to lead His followers. Only the High Priest holds all the keys to His Priesthood. The Quorum of the Warrior Priests holds keys as a collective body. From there, Presiding Priests, who preside over the auxiliary temples, hold limited keys in guiding the worshippers at that temple. The sacred rituals may only be performed by one who holds the proper keys or by a priest who has been authorized by the same. Certain rituals, which are most sacred, may only be performed by a key holder and may not be delegated. The High Priest, each of the Warrior Priests, and the Presiding Priests must take vows of celibacy. All other priests are free to engage in relationships but forfeit the possibility to advance beyond Senior Priest unless they forsake such relationships.
