The Judge of the Dead is seldom worshiped in public gatherings; his clerics are primarily solemn, learned professionals who officiate all funeral rituals. Temples are centers for embalming and sacred knowledge, functioning as secure repositories of the rites of death. While they are highly respected for their vital role in securing eternal peace, their association with the finality of death causes the common folk to remain distant. Though the two deities are half-brothers, incest is not a concept that exists amongst the Pharaonic deities, since almost all of the deities are related in some way. Horus and Anubis were not raised together and had always considered themselves lovers before siblings. In fact, it wasn't until after their relationship formed that they found out about their shared father. They decided that such a thing did not matter and continued the relationship.
Shared Secrets
Their relationship, while known to certain deities, is not known to all and is never known to mortals. This is to protect its sanctity. Horus doesn't want anybody using his relationship with Anubis as ammunition to attack him. Osiris, Isis, Nephthys, and Thoth are the only deities who know about this relationship.
