This is a misty plane that traverses in between all planes and realms of reality through space and time. The only real occupants of these lands are the Cats of Ultharr.
A mystical realm that exists between realities and universes, where the cats of Ulthar dwell. The mist creates a hive mind connection that shares thoughts, memories, and emotions among those within it, making secrets impossible to keep. Time feels distorted here, and the mist has rejuvenating properties that heal travelers and restore their magical abilities.
