Voltiar
If they existed, they would be the oldest organization on Visctheria other than the Arcanists. But they don't. They can't... right?
The Voltiar were an organization of spies and assassins, working in the shadows to puppet governments across the globe. Few official agencies acknowledged their presence, and their home country of Meskaovania denied their existence altogether. Dangerous, volatile, and far too skilled for comfort, the Voltiar terrorized multiple generations of Visctherians before their eventual exposure and destruction.
Structure & Affiliations
The Voltiar never made public connections to any organization, choosing to work in the darkest corners of the political sphere of Visctheria. However, their many interactions and interferences with governments around the world kept their existence a fearful rumor.
Members
The members of the Voltiar were highly trained assassins, experts in Magic and poisons. They were also often gifted academics, studying history and arcane knowledge for years before any field experience was obtained. Joining the Voltiar involved extensive training, wiping the mind of any former associations to create the perfect faithful soldier.
Mission
The Voltiar's main objective was obfuscation and control. Maintaining their power from the shadows, they spent decades at a time on missions that allowed them connections with the most powerful figures in the world. Secretive and classified at the highest level, no official evidence of their operations was allowed to exist, often working through word of mouth alone.
Rules & Regulations
- Abandon all relationships, friendships, and associations. Your duty is to your handler.
- Leave no evidence of your presence, be it witnesses, remains, or trails.
- Prepare for every eventuality using all the tools at your disposal.
- Complete your mission and leave it behind. Do not ask questions above your classification level.
Heads of the Order
The leaders of the Voltiar were unknown to most of the organization, and often to each other. Their safety was guaranteed by their anonymity, keeping themselves hidden from even their subordinates. After Matteas Strutheo, the founding leader of the Voltiar, the only leader whose identity was made public knowledge was Vome Drakkar. Drakkar led the organization from his position high in the Meskaovanian government until their dismantling after the Meskaovanian uprising, led by Eletha Evergreen Kingslayer.
Sectionals
Norn
The Northern Sectional holds the leaders and officers of the Voltiar, providing training in leadership and manipulation to produce the most efficient warriors. Many Northern Sectional members often begin in other Sectionals, getting promoted through the ranks before making the full transition to Northern.
Lamet
The Eastern Sectional focuses on the innate Magic of the world of Visctheria, producing the most gifted Battlecasters the world has ever seen. These mages work carefully to perfect their craft, forcing even the most talented warrior mages into submission through sheer power.
Slon
The Southern Sectional contains those most gifted at espionage, surpassing the average Voltiar agent in their search for knowledge. Mastering the art of information collection and extraction, Southern Sectionals rarely have ties to even other Voltiar members, preferring to work alone.
Warn
The Western Sectional is devoted to poisons, studying both natural and unnatural toxins for use in the field by other Sectionals. They spend their days crafting plagues, preparing for chemical warfare - if ever the need arises.
Hierarchy
The hierarchy of the Voltiar is rather loose, focusing on individual members rather than strict ranks. Due to the shadowy nature of the organization, the Norn Secumvrat - translated to 'Northern Sectional' from the original Meskaovanian - leads the individual agents via handlers and mentors, but leaves most functioning to simple pairs or small groups of agents. This loose functionality and lack of organization-wide communication improves secrecy and protection policies, keeping incidents contained to a smaller locale of agents.
History & Legacy
The Voltiar were one of the longest-standing organizations on Visctheria, lasting almost three thousand years over the course of their activity. Their actions cast a dark shadow over the timeline of Visctherian history, commonly playing kingmaker to maintain control over their targets. In the wake of their destruction, Meskaovania suffered greatly, the absence of their puppet's strings leaving a hole that no leading group could easily fill.
Founding
Founded by the son of the first Arcanist, Matteas Strutheo was ruthless. Gone mad with power, the son of Vyktyr Strutheo led with an iron fist, weilding indoctrination and fearmongering to keep his warriors in line. This legacy of fear became the Voltiar's identity, creating a faction that would sow panic throughout generations.
Famous Members
While few known members of the Voltiar have ever been named, even fewer people have faced off with a member of the Voltiar and lived to tell the tale. One such group of survivors most likely made it through the interaction because of their superior numbers, uncovering the identity of an agent known as Miodolus Rane. Rane was exposed during a mission to kill a member of the government of Everia, and was unsuccessful in his quest due to the interference of the group heavily involved in the Everian Ascension.
Infamous Exploits
The Voltiar, while secretive, were eventually connected to some of their many crimes once the organization was exposed. After the trial that put Drakkar behind bars for good, their exploits were recorded, solving many cases that had remained mysteries.
Mekalian Crusades
The Voltiar were instrumental in the original Mekalian Crusades, forcing warriors and leaders alike to surrender around the world as Meskaovania pressed on, seeking complete world domination. The Voltiar were the scalpel behind the hammer of war, puppeting individuals with considerable political power to influence what were once centers of culture and individualism to be more susceptible to colonization.
Corvinian Dynasty
Responsible for the tensions that led to the disappearance of Crown Princess Eadlyn Wydia, the Voltiar threatened the sanctity of Lycen. Once the Princess was recovered, their further involvement exacerbated those tensions, leading to the death of Antarah Rolfe and the extinction of a species of Godsent in an event that came to be known as the Murder of the Crows.
Priquish-Salman War
While their list of exploits is too extensive to fully explain, their involvement in the beginnings of the Priquish-Salman War is one of their worst crimes. Pitting the two countries against each other led to centuries of needless bloodshed, all for the sake of keeping their archenemies busy with war, rather than advancing alongside them.
