Black Codex
Purpose
The Purpose of the Black codex is threefold:
- To determine the laws : The black codex is updated with new laws whenever Galvander or the current Holy Jurisdictor determines a new law . The document magically updates, and smoke pours from within it's depths.
- To keep track of those who can walk the mists: All people known to have the blood of Galvander are recorded in the codex, as well as a number of beings who have the ability to circumnavigate the mists or push them away, such as L.T. File: 037:Juhlï'ṭṣín-Lady in Green or people infected by the spirits of L.T. File: 090: Chåzùl-Boneyard. This is used to maintain the order of Band of the Phantom, to keep an eye on prospectives for the band, and to keep an eye on anyone who would use the gift for purposes against Galvander's wishes.
- To maintain the names of all souls within the ghostmists: while this may seem impractical, the Black codex is a magical document, accessible only by those with the blood of Galvander, and it can seek out the spirits in the mist, either clarifying the name of a spirit found in the mist, or calling forth a spirit in the mist, if the Holy Jurisdictor knows their name.
Document Structure
Clauses
The clauses are that the laws only apply to those under who drafted them.
- Galvander's laws affect all residents of Zevemlya, and are the highest of ordinances
- The laws of the Holy Jurisdictor do not affect Galvander, nor any Jurisdictor or Director with a stronger claim than the Jurisdictor who claimed the laws, thus it is the long-held belief hat any laws passed by Zharum-Geldrin are as strong as those of Galvander, while Nehamaet Kharuun has shown themself to be above the laws passed by their predecessor.
Publication Status
Lesser versions of the Black codex containing only the laws and names of current people holding the blood of Galvander are accessible to all of the judges of the Band of the Phantom, though these are only updated upon contact with the black codex. These are referred to as the Gray Codices.
Legal status
These are the highest laws of Zevemlya, and are valid within its borders with the onyl exceptions, being those with a great enough claim to supercede them.
Historical Details
Background
This codex was crafted in the beginning of Zevemlya, by Galvander's own son Zharum-Geldrin, the original Holy Jurisdictor. The intent was to hold accountable all enemies of Galvander and bring them to heel. The addition of the blood of Galvander was added by Galvander himself to maintain the order of his kingdom.
History
The Dragon Wars of Zevemlya preceeded this document, and this document acts as a sort of decree of independence from the Dragons who once ruled over Zevemlya. Now, ironically, it allows the rulers of Zevemlya to enslave Dragon, man, and Kolobvol alike.
Public Reaction
The public fear this document, as the laws change with the whim of the holder, and this only adds to the fear of citizens, as they know that to displease the Holy Jurisdictor often means a punishment, regardless of whether the law had existed to punish that transgression in the past.
Legacy
This document had spawned an incredibly rigid society that adheres to rules. Whenever someone does something, they often refer to their goals as "by the codex."
