Band of the Phantom

The Band of the Phantom are made up of those who weild the light of Galvander for the purpose of hunting those who are able to flee the state in secession, rebellion, and treason to Galvander. They are not a policing force per se, though if their quarry enters a city, they have a great deal of jurisdiction. In fact, the leader of each group is called a judge, and his group is called a jury. The leader of the entire order is the Holy Jurisdictor

Structure

The Holy Jurisdictor leads the Judges, who in turn lead the Jurys. A group is one judge and thirteen Jury members or the Holy Jurisdictor and thirteen judges. If a full inquisition is called, the group would also consist of thirteen jury members for each judge, but this only occurs in the most extreme cases.
