The Police Constable, often simply referred to as a "constable on the beat," forms the backbone of the Metropolitan Police Force. His role is one of visibility, vigilance, and steady presence amidst the bustling streets and back alleys of late Victorian London.

Stationed within a designated police division, the constable is responsible for maintaining public order, deterring crime, and offering assistance to citizens in times of distress. His authority is rooted in the principle of policing by consent, and he is expected to conduct himself with calm discipline, sobriety, and moral fortitude.

Typical duties include:

  • Patrolling the streets on foot (the beat), both day and night
  • Responding to public disturbances, brawls, or suspicious behaviour
  • Making arrests when necessary, and escorting suspects to the nearest station
  • Taking statements from witnesses and reporting crimes to his superiors
  • Rendering aid in cases of injury, fire, or sudden illness
  • Enforcing laws concerning vagrancy, drunkenness, prostitution, and petty theft
  • Maintaining detailed entries in his notebook, to be used in court if required

Constables are issued a truncheon, a whistle, and a lamp—but not firearms. They are expected to rely on authority, presence, and the power of uniform rather than force.

Although viewed by some as mere watchmen, a good constable is often the first line of defence against chaos and cruelty.
