Free City of Xocrin
The Free City of Xocrin was one of the first to be formed post-fragmentation. Its occupants were mostly slaves of some kind, but when the world split, they found that their masters no longer had any authority and sometimes literally tore them apart. The nation became the "Free City," as in free from unpaid servitude, and established itself primarily through fishing as the land had yet to properly develop. While it still existed, it had one of the strongest navies in Veilinia, second only to Wacu which was purely militaristic. This led to it becoming more of a city-state than simply a free city, as it was able to control more land given the strength of its navy.
Throughout its history, the Free City truly held itself to its name. It was one of the most fair, and when royal families got out of line, they were quickly replaced. Even the idea of a royal family was inconsistent. The founders merely didn't know another way to describe a government leader, so they used the term "royal family" to describe its lineage. The truth was that the royal family lived only as government figures and otherwise lived within the means of a regular person.
Structure
While the government technically stood above all else, it was a relatively flat structure. Within the government, all members kept each other in check, and with the Free Court involving ordinary citizens, they, too, were involved in the government.
Culture
The Free City of Xocrin's people valued development, but most of all, they valued freedom. It had been a while since slavery had been within its borders, but they'd seen it elsewhere and knew that to allow it to arise once more would be to let the nation crumble. They believed that a more educated society would not fall into that trap, and most of this can be seen in the laws passed in the nation's lifetime.
Public Agenda
The Free City's public agenda was primarily to create a land free of slavery. As slavery was out of the question for a while, it became to become a land of equality.
History
Over its lifetime, the Free City had its fair share of those that wanted to get more power than they needed. It had gone through two dozen royal families, as after being the ruling class for several generations, the children often forgot the importance of the nation's values and would covet power. Many businesses tried to become monopolies. Each time, there was significant resistance from the people, and in more extreme cases, those at the center were outright killed. The Jacques family was the fifth group of "royals," having been only one generation in before Xocrin was dissolved by the Risen's invasion.
Disbandment
Xocrin was disbanded because there was simply no land for it left after the Risen plundered the whole area. Though there were some island territories, they were not large or developed enough for the nation to still be considered functional. Much of the population died, unable to escape the pursuit of the Risen, and often died in direct resistance as they felt so attached to their home.
Laws
As time progressed, the nation leaned further into progressive laws that benefit the whole population. Education was focused on quite heavily in order to get the edge over their neighbors, which were relatively further behind.
The nation's first laws, however, were created specifically to make sure that nobody in Xocrin can get too powerful. The royal family must forever live modestly, and all profits would be taxed over a certain threshold to be distributed elsewhere. Though some attempted to undo these, lobbyism was also outlawed, meaning that money would be uninvolved in ruling.
Education
Education was highly valued in the last reign of Xocrin, as there was not much else to do besides upgrade industry and technologies. Inland Xocrinese in particular were on average, more educated than those who lived on the coast and had jobs in fishing or any work involving the ocean. Primary and secondary education was paid for by the government.

The Monarchal Parliament wrote laws, but despite its name, it didn't write laws in favor of the monarchy. It wrote them in favor of the nation as a whole.
Judicial Body
The Free Court, which was made largely of volunteers, interpreted the law. In each case, they would be presented with the laws applicable to the situation and be told to determine a punishment. This was overseen by three rotating members of the Parliament who would ensure the punishments were reasonable. In cases that concerned laws made by Parliament, the head of the royal family oversaw the matter.
Executive Body
The Free City Naval Branch was largely responsible for enforcing laws, first to defend the country, then later forming subdivisions like the Inland Security Sector that handled internal matters like criminals and resistance to egalitarian laws.
